Vietnamese restaurants are not best judged by their looks. Often with garish interior design, these places are best judged by their ability to fulfil a need more aligned to experience than beauty. If it's a simply a full stomach you need, Phuong will do the job - and at around $15 a plate there are cheaper ways to achieve this end - but if it's a taste treat based on classic Vietnamese spring rolls and staples such a Pho, hot pot, crispy skin chicken or sweet/sour/spicy calamari you're after then please ignore the lime green interior and dig in.
